There are rings across the top to hang from a rod, but there are also rings that would pull up the material to create the balloon look, but they have no drawstrings

When making curtains, how wide should they be in comparison to the window?
I'm making café curtains and wondered if they should twice as wide as they window (obviously before they're placed on the curtain rod) or less/more. What about tab top curtains? Do they differ in recommended widths?
