There are rings across the top to hang from a rod, but there are also rings that would pull up the material to create the balloon look, but they have no drawstrings

In our country, we seldom use shower curtains and that's the reason why I've got confused about these two terms. May I know how do eyelets and curtain rings work together? Are eyelets hung onto the pole in a bathroom and then curtain rings are attached to them?
